Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions. This announcement will be used to fill multiple positions within the Region Nine area located in Chico, CA. In this position, you will serve as an Emergency Management Specialist (Recovery) to execute disaster recovery efforts. Duties will depend on grade level, but may include:
Providing technical guidance to communities and governmental partners on emergency management policies and FEMA public and individual assistance programs. Assisting in the delivery of support services to individuals and communities. Collaborating with functional counterparts to resolve problems and ensure proper delivery of assistance. Providing coordination, guidance, and assistance to internal and external stakeholders to ensure the capability to continue essential functions. Providing technical assistance used in the development of recovery work plans and project implementation. Leveraging/optimizing resources to meet the recovery needs of impacted communities. Promotion Potential:
Positions filled under Stafford Act regulations generally do not have documented promotion potential; however, dependent on an employee's ability to perform higher level duties, the continuing need for an employee to perform work associated with a higher level position, and administrative recommendation and approval, promotions may be earned by CORE employees. The qualification requirements listed below must be met within 30 days of the closing date of the announcement. To qualify for this position at the IC-07 level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-05 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized
Experience:
Establishing and maintaining interpersonal relationships with organizational stakeholders; Applying fact-finding techniques to research and validate data; and Writing and/or editing technical materials or reports OR 1 full year of graduate level education; or Superior academic achievement OR Combination of education and experience. To qualify for this position at the IC-09 level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-07 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized
Experience:
Providing technical guidance on organizational regulations, policies, and procedures; Conducting research of regulations and laws to support compliance determinations; and Composing written reports of technical information using electronic software. OR Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related OR Combination of education and experience To qualify for this position at the IC-11 level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-09 level in federal service. This experience may have been gained in the federal government, a state or local government, a non-profit organization, the private sector, or as a volunteer; however, your resume must clearly describe at least one year of the following specialized
Experience:
Providing technical guidance to State and Local stakeholders on emergency management principles; Developing goals and coordinating activities across multiple stakeholders to meet project timelines; and Preparing reports and delivering briefings to leadership on process improvement practices. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience To qualify for this position at the IC-12 level, your resume must demonstrate at least one full year of specialized experience equivalent to the IC-11 level in federal service. Experience:
Collaborating with State and Local stakeholders to resolve disaster challenges; Interpreting laws, policies, and regulations to make programmatic determinations on complex or unprecedented emergency management initiatives; and Developing and implementing strategies to improve the execution of disaster efforts for an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provides valuable training and experience that translates directly to paid employment.
